How can I become a Station Founder?

Donors who contribute during our Start-Up Equipment Drive (which ends June 1st) will be acknowledged as a founding member on air for 12 months based on their giving level: $1000+ (daily), $500-999 (weekly), $100-499 (monthly), under $100 (one-time)

How can I get involved with programming?

This will be an all-volunteer run station. So if you are interested in having your own show, helping craft programs for airing on the station, learning technical aspects of running the station, or volunteering for the station in any way, please send an email to or complete our Contact Form. One opportunity is to serve on the Community Radio Advisory Board (CRAB), which will be meeting soon! We will also be developing a formal volunteer program. So let us know if you want to work in radio!

When will the station go live?

Our target date to go live on air is August 1, 2026, in time to celebrate Vienna’s 320th anniversary and the State and Nation’s 250th birthday. The “drop-dead” date for going live is 2/7/27 (3 years from when the FCC granted the permit).

What is the call sign and frequency?

The FCC has approved WVCI-LP as the station’s call sign. The W is the first letter for all civilian radio stations east of the Mississippi. The VCI stands for “Vienna Community Information”. The “-LP” refers to Low-Power, which means we must operate with an effective radiated power (ERP) of 100 watts or less. This means our service range is limited to about a 3.5 mile radius. The station will broadcast at 92.9 FM.

Who holds the FCC radio station license?

The Community Informatics Institute (CII), a non-profit 501(c)(3) organization, holds the FCC construction permit and is responsible for overseeing the radio station’s operations. Two CII board members, Kathryn Masten and Pat Johnson, reside in Vienna, while Yvonne Penn is a former pastor of Wesley and Zoar United Methodist Churches.

Why does Vienna need a radio station?

There’s a lot more happening in our little town than you may realize. Community radio will help residents be aware of local news and government actions; participate in recreation, education, and cultural opportunities; engage with neighbors; and be notified of emergency conditions.

What are the operating rules?

This is a noncommercial education (NCE) station That means there can be no commercial advertising, political endorsements, or foul language. However, companies that sponsor the station or its programs may be recognized in brief on-air acknowledgements – as long as it’s not a sales pitch. Here’s a link to the FCC rules. Violations may result in the station being fined.

Where is the actual studio?

The tower, antenna, and equipment will be located at 115 Market Street in Vienna. There will not be a studio. Instead, we will use an automated scheduler and rely on volunteers. The plan is to pre-record shows, then fit them into the schedule to be played at a designated time. So feel free to start recording your own show ideas. We’d love to get local voices on the air!

Who will run the station?

Community Informatics Institute President Kathryn Masten-Cain will serve as initial volunteer General Manager, while Randy Cain will serve as volunteer Technical Operator. CII will develop a volunteer program to train others. So let us know if you want to work in radio!

What kind of music will be played?

We plan to broadcast a variety of music, based on listener preferences as expressed through our online survey. So be sure and let us know what kind of music you want to hear! Also let us know if you would like to DJ your own show or have vinyl or CDs you would like to donate to the station.

Will the station broadcast over the Internet?

Yes! We plan to stream WVCI-LP online. But that may not happen right away, since it requires additional setup and approvals.
